Cusp degrees?

If I understood her right, Barbara Goldsmith says that anything within 29 degrees in the natal chart is on the cusp.

"Planets at the end of a house are interpreted in the next house". ...Or should they be interpreted in both houses?

Will someone please explain to this math dyxlexic lay person/idiot if that means that everything in my NTC is on the cusp?

I took out the signs just because I thought it would be more fun that way.
No seriously, it copies everything as a list of individual words and number sequences and it's a chore to edit the pasted parts.

Just looked at four other people's natal charts. Is it the middle digits or last two digits that indicate whether something is within 29 degrees or are everyone just cuspy? Did I just misunderstand Goldsmith? I'm confused! *Feeling stupid today*
