i am naturally against federal education. perhaps in a different time period where the government is the opposite of what is is now, but until then i can place no trust in it.

some would argue by the state, but that has proved its difficulties in the past(so ive heard).

what are some opinions?

i think if we can rely on neither state nor federal, then we can place them under control of social institutions.

No idea what you're trying to say here. Do you mean social institutions like social workers?

Anywho, I think government run education would be a mess as the government runs now. It doesn't need to be "the exact opposite" but the bureaucracy and standardized testing BS would ruin the experience for everyone involved. Government funded, and with all profits going back to the government, but the schools themselves run by well paid teachers? That could work, in a better world than we live in now.

We're the ones who have to make the world better so that this can happen.

I believe that either federal and/or state tax dollars should go to education up to and including university education. I believe that the government exists, or should exist, to provide essential services we need, like education, and that a quality education should be free to the students. Education is the most important tool we have to keep us competitive and at least try to level the playing field between the children of the haves and have nots. Children should not ever suffer from getting a quality education because they're parents can't afford it. The more children we write off, the more adults we have to fear meeting in a darkened alley one day.

I do believe that the states should run their own educational standards/curriculum.

I am appalled at how higher education has become a debt making racket for our young. We should not throw the shackles of debt on young people facing an uncertain and anemic workforce. A quality education makes you a better citizen, better tax payer, better contributor toward the common weal. It is for this reason, I firmly believe that public universities should be free (ie COMPLETELY subsidized by the government) or at worst no more expensive than our parents time, who could save up over the summer and pay for a year's tuition.

PS: I completely share your concerns about the federal government but that is a whole separate rant.

Government is not inherently incompetent. Sweden, France and Canada all have had long term success with socialism. What I would say is that the federal government in the United States is fundamentally corrupt and that, Blue or Red stripes, it answers to Wall Street not Main Street and serves the interests of the corporate military complex and not the people.
