Astrology of 9/11

I have not researched the astrological influences regarding 9/11 much, but I ran into an intriguing
series of articles that astrologer Robert Hand wrote in 2001 about George W. Bush.
He had this to say, in March of 2001, about George W. Bush's inauguration chart:

"Saturn itself is in the First House, which represents the administration,
not its opponents. This suggests that the administration
will be on top of foreign affairs to a reasonable degree despite its
apparent weakness (as of this writing) in that area. And it certainly
does not indicate that the main opponents of this administration are foreign.
Rather there seems to be some kind of identity or affinity between the Bush
regime and foreign elements. (Remember Bush the Elder and the 'New World Order'?)"

This suggests three things to me; 1.) Bush administration knew beforehand about 9/11.

2.) (majority of) U.S. population opposed Bush administration

3.) 9/11 may have been orchestrated by Bush administration with
help from "friendly" foreign power: Israel.

Question: Can a badly-aspected Saturn in first house represent self-inflicted
wound to the image or ego?

Any thoughts on any of this?

the U.S. government and the presidency(administration), are two totally different objects. however, it is possible that the administration knew. but i doubt it.
