How to Interpret this Chart?

This is not for me, it's for my current love interest. I know his birthdate and where he was born, but not the time. Typing it in online I found this:

Sun in Virgo (this I knew)
Moon in Leo
Rising Sign Scorpio

What does this all mean? How do the moon in Leo and Scorpio rising affect his personality exactly? I was used to just interpreting his Virgo behaviors; how does this change based on the other information?

Any info you guys have would be awesome, as I can also put that to good use on my own chart! lol

Yeah, I tried two websites to see if there was any variation, but they both pointed to Scorpio rising even though I had checked off 'time unknown' or some variation of that. One of these days I'll just casually ask, just to try and get it down to a science.

In a way I could see him being the high maintenance kind... always fixing himself (chapstick all the time, sunglasses if he steps out of the shade; just to name a few), always worried about his health/shape, telling me how terrible his work/boss/family is, and just overall pretty picky (even though he tells me he's flexible). There are so many behaviors of his that to me as a female I think 'really?! I'm a woman and I don't do that!'

Now I know why!
