I have never known an Aquarian to instigate anything. They are way too laid back. That's not a compliment either to my sign because too much of anything isn't good. What I do know about Aquarians that can be perceived as instigating is telling an emotional and insensible person who wants to hear validation of wrongful behavior that they are wrong. Aquarian is not a sign that strokes people's ego. It is the opposite. Aquarians tell people what and how they see it instead of telling them what they want to hear. When that happens the other person goes crazy and Aquarian is seen as an instigator. If only the aqua told them what they wanted to hear, the tidal wave of emotions wouldn't be seeping in.

Oh and to answer the OP, I think Virgo with their constant criticism and telling people what to do since they know best are the instigators.

Trust me honey, I have known a lot of Aquarians throughout my life and though I give it to you, some are very wise and laid back, the 'ass hole' or negatively aspected Aquarians can be the biggest dick heads of all. They take joy in hurting people.

Yeah true, Aquarians can be real dick faces. This one dude smoke mad weed and he look like a emo retard always tries to piss me off and everybody else. This fucker always talks about dead baby jokes, he always calls everybody a fag and always disrespects his foster mother (even though it's not his real mom she's still a very nice person and he hates her for absolutely no reason except that it isn't his mom). He had sex when he was 9, the only meaningful relationship he every had was when he 15 and he blew it after a year. I hate that fucker straight up, my cousin knocked his ass out once and he didn't do shit. He could talk a lot but when it comes to fighting he can do nothing. And he still has the nerve to talk mad bull to me and everybody else.
But to be real there's instigators in every element, my two cents would be Sags, Aquas, Virgos, and Cancers. This is through experience though because I dealt with instigators who were these signs.

That's funny you say Aquarians because at my last job it was the Capricorn always stirring up trouble.

Well anyone who is poorly aspected or been dealt a shit card in life could easily turn out to be an asshole depending on how they themselves as a person chose to deal with their misfortune...

That said... I could see how an Aquarius could turn out to be a big fucking asshole (a bigger fucking asshole in fact than a lot of other signs) under these circumstances.

But overall the general perception of Aquariuns is more kept up by the situations for which Aqua09 was stating above.

cardinals, especially Libra and Aries, cap slightly less though

My vote is gemini and virgo women. They live for the drama.

Second would be water signs. Especially if you disagree with them or tell them what they dont want to hear.

Very true for some; they don't affect me and that pisses them off--whatever they give I give back and then some. There is a Pisces girl at work who I'm cool with though; she's not like that at all.

Aquarians, men AND women- always trying to start something under the guise of 'telling it how it is.' An aquarian that used to be part of my circle of friends loved to start shit and then step back and watch it go down until we realized what she was doing. Pisceans do it by being completely two-faced, and some asshole libras do it in the same way as pisceans-especially male libras.
