Stupid question about house cusps

Am I correct in saying that the house cusp is where the house starts?

For instance, my 11th house cusp is Cancer 26.38.
So, if I am reading this properly, that is where my 11th house starts, which makes my 15.26 Cancer Saturn in the 10th house?

Is this correct? It seems very confusing to me because it puts most of my planets in houses with different rulers.
