Flirting with a Cancer guy, genuine or just game?

Ive read quite a bit on cancerian males and try to apply it to my situation but I keep getting mixed messages. Most sources say that they are shy yet others say they are quite the charmers with the ladies, so Im not sure. Considering I'm a scorpio i can somewhat read him but i don't know if I'm right.

Ive seen this guy around for quite a few times over the past year at cultural functions that happen every couple of months and i keep catching him staring at me. This has been going on for almost a year now. At first he would either smile or wink at me, but now he just stares at me with a blank expression on his face. Sometimes i would stare back because I would find it hard to look away because his gaze was really captivating and I would try to read him. I do get a genuine vibe from him but I don't know if its because i think he's really cute or because he's really good at hiding his true intentions. Yet, other times I would smile but his expression wouldn't change. As a scorpio I'm not too sure what to think of the situation

But I was just wondering why he would start off winking or smiling when we never talked and then resort to intense long stares after we only exchanged a few words in an elevator when both of our friends were present?
