Libra needs

My best friend (who I don't live in the same state as, but utterly adore) is a libra and has been a little down in the dumps lately. We talked about it and he seems to be feeling down about being so shy/not being able to relate to a lot of people /etc.

I don't like hearing he is down and I love him dearly and I really want to understand him better. I am hoping for some advice on how to cheer him up and also was wondering what libras desire in friendship and even in relationships?
