I do not much belive to that. I have seen alot of people who are eternally suckers like that and only thing they do is piss off the others and expect help. Why should people care?

Yeah, very probably whining people has something in genes that cause them. After all people are genetically predefined to hapiness. Then if they are not happy due to genes, then they whine alot. Bad gene more whinger.
