Pursuing a Pisces Man

I'm a Pisces woman. This tall, dark, and handsome man approached me at work one day and was pretty persistent in trying to get me to go to the movies that same night. He said he was in town on a business trip and that he was leaving the next day. I told him no because I didn't know him.

We've kept in contact over the phone but I noticed that I'm the one initiating the text convos. Maybe after a text convo he'll call me. It's only been a week since we've met but yesterday he completely ignored my last text and today I tried to not initiate any convos to see if he's interested. Nothing.

Every time we talk he's always bringing up that he's ready to settle down. If that's the case why is he so inconsistent?

Should l keep initiating or just leave him alone? As a Pisces woman I like when I'm pursued but I'm not sure of it's the same for the guys.
