Why scorpio stares at me but pushes me away?

I had one year history with this guy [sun scorpio moon aries mars libra] in school. We never dated, never had sex.

When we first met, he kept looking at me. Being a capricorn, I was too shy so I just acted aloof. A few month later, in a party, he kept looking/staring at me that everyone noticed. Since then, he had been trying to staring into my eyes and observing me secretly when we hangout with friends but he never respond when I text him to hangout. There was one time I had too much wine and I told him that I liked him. He said he just got back with his ex-BF, they are in a sort of relationship. I should move on.

After that, he still pays a lot of attention on me, but there was a month that I completely ignored him. I can see he was kind of sad. 3 month after he pushed me away, I started to hangout with guy2. During that period, he would avoid me when he sees me. It seems he got pretty jealous because guy2 [a scorpio] told me he felt being judged and he is not nice to him.

Even I am with guy2, I never stopped liking/wanting him. After I ended things with guy2 a month later, I tried to have eye contact with him again and he returned. He tried to come back to me. I hold so much grudges on him and I was very cold to him. Then he started to play a lot of games making me jealous, etc. I did the same thing and we were so mad at each other. It stopped after one time I hugged him after drinking. He probably felt I still like him, he became really nice to me and all the eye contacts/attentions are back. Last night, we hangout with friends in his apartment, we hold eye contacts and he paid a lot of attention on to. But, at the end, I tried to stay to talk to him, he said he is busy and I should go home and sleep it off. Why?

When he is around other people, he said he is single. But one time when he is around me, he talked about his ex- and quasi-BF.
