Are you referring to the valediction/closing of a letter or card?

If it is a seasonal card such as Christmas or New Years, then yes, "Happy Holidays" or "Seasons Greetings" is the politically correct valediction and is not sarcastic in the least.

Being in a retirement situation does not factor into the expression "Happy Holidays."

The "Happy Holidays" wish is a heartfelt expression for the season and is for anyone who celebrates that particular holiday.

Ok you see, happy holidays can imply a break
But in a retirement situation it's ALWAYs a holiday?
I don't know it's sarcastic if you think about it
I'm really bad at not being sarcastic
But this time an omission of this greeting is best
Since its not even the holidays depending on your viewpoint lol
