Are you referring to the valediction/closing of a letter or card?
If it is a seasonal card such as Christmas or New Years, then yes, "Happy Holidays" or "Seasons Greetings" is the politically correct valediction and is not sarcastic in the least.
Being in a retirement situation does not factor into the expression "Happy Holidays."
The "Happy Holidays" wish is a heartfelt expression for the season and is for anyone who celebrates that particular holiday.

But I sense a tinge of sarcasm in "happy holidays".. what do you think?
