NYCers only, music/time/legal

yo whats up, so i have these sick on the head neighbors that live right above me, its a woman and a man and their 25 year old daughter who has no boyfriend and lives with her parents, id be suicidal. Anyway, their apartment from the sound of it has no carpet and one of them is wearing heals all the time, last night they came home at 2~30 and she i assume was running around her apartment in freaking heals! beyotch woke me up! and the night before that they had party.

now this is when it gets interesting, i havent said or did anything about it yet patiently thinking its just one thing in a while whatever but nooo moree!! I took a nap today woke up at 10pm and turned on the music, they started banging on the sealing so hard that i literally jumped up, same thing was when i just moved here i turned on music but it was 7 am lowlives banged i turned it off immediately then, but today i kept playing and closed my bedroom leaving music there on, they kept banging then stopped then i stopped the music around 10.45, now its not like i listen to it all the time its once in a while i have this urge to blast music but it wasnt even that loud, and i was gonna install BOSE stereo system, its not the best but it is damn loud after this im afraid to get it. I wanna know until what hour, legally, I can play music and not give a fudge about them complaining or calling cops if it gets there, id keep music on but i dont want to get bad with the neighbor that lives under me, though he sometimes plays music during the day, rarely but loud, i wanna get back on them, ive been compromising and now i see that i cant, and now when i write this comment i can hear them do sh(t so they arent sleeping.

I need to know my legal right, in NYC, don't care about other states its different everywhere.

there is an option to go upstairs and have a word with them when they bang me, im really on edge of going every time that happens but then i dont wanna get with my neighbors and id really just frustrate them more

I was an apartment manager for a time in L.A. I've also lived in NYC. The rules pretty much apply everywhere. No music, TV, guest noise over 9-10 p.m and not before 9am. Now, you can't get them on walking or banging about in their apartment which I know is frustrating because it's just as loud if not worse. Blame it on the sucky builders who didn't put enough insulation between floors. Your music/Tv verses their walking is no contest. Deliberate noise like music/TV will get you in trouble with management. Try talking to them, suggest they take their shoes off when they come in late. I survived in NYC by getting a white noise machine next to my bed. Those old buildings have lousy insulation.

i live in a building full of russians, i live in my appartment alone, im 19, their mentality is different, talking wont help, they need to be scared and ill need to talk to them in english which i doubt they understand unless their hot daughter talks to me, which is the one who is wearing heals, i already spoke to the super of the building ill get management to put carpets in their apartment as a revenge

this building was built by retards, yes i can hear a dog bark and howl under me sometimes and beyotch running in heals on bare floor above me, i guess i should get the fuking broom and bang on my nice sealing cause if they do it ill do it too, or ill just turn on loud music, thats what ive been going with recently.. .

i think in nyc its 10pm so ill play it really loud till 10, i knwo an a dude he lives on the same floor as me he talks on skype on speaker till 2am sometimes, i dont hear that but ive been told that, and nobody does anything, but ill just get a broom and those bose speakers -_-

already spoke with the super, he said he knows they all wear shoes with heals around house! how retarded! and they wont put carpets cause its a bought out apartment, but they have been told about banging on the floor when i turn on music, next time ill just go up if they bang and will have a chat, i know russian ill start in russian and end in english, that way they will see that im not a typical russian that takes crap but an "americanized" one that will actually call police..
