Libra rising & Libra moon - more likely to cheat?

I know a girl who's Libra rising (and Sun) and she's super flirtatious. I also know a guy who's Libra rising & Libra moon and he's like double flirtatious. He's so ambiguous that I sometimes wonder if this is a Libra thing? Would these constellations make a person more.... I dunno ... Open to several partners for instance? Or is it just a shallow flirtatious Libra-ish streak?

I know..... Had a feeling I shouldn't phrase it like that. I want to switch over to: do Libra risings & moon have a tendency to be overly flirtatious? ...
