If Plutonian's Pluto conjuncts Venus?

Although I do have Libra ascendant, it doesn't totally rule my first house. There is almost 95% shared by Scorpio. Also, my Pluto is in the first house, and Venus conjuncts with it. I wonder what personality trait it will give? By the way, if you're also a Plutonian, maybe you can share something about your social life over here.

My Venus sign is Cancer.

That does not seem clear... you say that Scorpio is 95 percent of your first house... ok so 5 percent would be Libra. Then you Say you Venus conj. your Pluto in your first house... Where is your Pluto and Venus placement as cancer is not even close to Scorpio or Libra...?

A conj. is normally when two planets are right next to eachother... anything with in 3 degrees is strong but I have read up to 12 degrees can have an effect depend on sign and the influences is question.

Are you talking about trine, square, or something... That would allow your Venus to be in Cancer and aspect your Pluto...
