Cap man interested?

So I met this Capricorn about 3 months ago. We have great conversations. We live 15 minutes away from each other & go to the same college. (have seen each other once only)
A month ago he finally asked me for my number and we've been calling a lot since then. Sometimes he'll call me out of the blue and tell me he likes to hear my voice & hear me laugh. When we're texting he sometimes says he doesn't like my voice at all and later he says that he was just joking and testing me. I don't know what he means with the testing and all..? ''dont take it serious'' he said. ''I'm just testing you. Wanted to see your reaction'' He teases me a lot. I never call or text first because I don't want to come off as clingy or something. One time we were calling n I asked him when he was going to take me on a date. Usually I have too much pride to ask this but — Maybe I shouldn't have asked him.
He said that he was scared to meet up (but he was joking, I guess?) I don't know, but this was really confusing because he didn't take it seriously/kinda laughed it off? For me, when I like someone, I go for it. Now, I know that he's a Cap and they take things slow (which I'm totally okay with) but this just made me wonder..Is there a chance he's interested in me?
they second guess themselves alot especially when they're into someone, all their insecurities come out. Just reassure him when he does that and dont change your behavior.

It doesn't sound like he's interested. Maybe he's unsure.
An interested Cap goes faster than you think, in terms of spending time with you and getting to know you.

When they rush things it doesn’t last. Same thing can be said about a fire sign that’s why both need to have patience.

They deff try to see you when they’re into you but doesn’t mean they don’t have insecurities that come up.
If you're interested, honestly try suggesting a place and time and see what he says.

tell him that it's fine and that whenever he is ready or feels comfortable to meet then he can arrange a date and time, until then you should have patience.
