Ask him "do you remember when you told me you had feelings for me and wanted a relationship?" when he says yes tell him that since then you have been falling for him more and more every day. Tell him that you want to be with him and that even though you value your friendship and would never want to jeopardize it you can't help but want more of him.

He is probably still in love with you, that is why he is still so close to you after all of this time and likely partly responsible for why he is still single. Make sure that you communicate that you know you want him rather than you think you want the idea of him.
