Lazy in love after a while?

My friend, a Cap girl, has been married to a Pisces for 8 years.
They're like best friends and never fight ever.
She's quite happy.

However she told me that her husband can be sometimes lazy when it comes to being romantic.
She said that in the beginning, he was this sweet guy buying her sweet things. Always remembering things like buy her a small teddy bear on VDay, flowers once in a while but that now all of it is gone.

All the past years she did a lot of very sweet things for him.
Baked his favorite cookies for VDay, bought balloons and his favorite cake for his birthday, got him a present for father's day. Did something nice for Christmas as well. All things to make him feel loved and appreciated. While he did nothing at all for her.

My Cap friend being opinionated, she voiced how it sucked for her to not getting anything from him.
He said he was sorry, told her he didn't know when to go out to surprise her because when they go shopping, they're always together.

Prior to him changing, it wasn't an issue for him to go out and she said he was very ressourceful like call a florist or ask his mom to buy what he say for my friend.

Is this a normal behavior for a Pisces?
