Well yea you kind of got this aqua back wanting you, so your guard should still be up. First off you ran into him randomly and unplanned we like that a lot. Second you came back into his life without losing a stride in his eyes, so now he sees you can handle it if he disappears we like that even more. From my point of view that is why he is interested with a random act then a show of independence. I mean aren't those the two things that are supposed to make up an aquarius?

He really wants to sleep with you but he knows he doesn't want to have a relationship so he keeps apologising for "tempting" you. He knows his actions will confuse you but he won't be able to help it. It's kind of hard to swallow but some Aqua men would always try to get something out from what they invested. They don't do "losses".Whatever actions they take, they must know there is something they can get out of it. Their well beings are the most important thing. Yours will not matter much to them even though they know what is going on with you. They expect you to take care of yourself and your happiness. This is fair enough but it might not be good enough for someone with high sensitivity. Not only that, the unevolved Aqua men would expect you to understand him and care for him but he won't give much thought into why you get upset. Since all you want is friendship, take care of yourself and don't expect much sympathy from him. He might understand why certain things are that way but he won't accept the fact that he can't make something happen. Have fun 🙂
