I'm an astrology noob, so please keep in mind that I'm just going to share what I do, and not what's necessarily right.

I go by degrees, but if there is a stellium of four or more planets in the same sign and within the same house, I count that as a conjunction as well(possibly a weaker one, but still). If there is a conjunction by degree, but within different signs and or houses, I still count it as a conjunction, but may add or subtract characteristics and strenght, depending on the planets involved and if those planets are "well placed" or not.

I think the orbs are the most important, because my Venus in Scorpio is 0 degrees, and Pluto is 20 something degrees, and I definitely don't feel as though the two touch for me. Each of my planets are so far apart in Scorpio that I don't even think I qualify for the stellium.

I know people say if you just "have" the planets in a sign it's a stellium, but it doesn't feel that way for me. That's for sure. The only Stellium I would have would be Jupiter, Venus and Mercury, and Jupiter is in Libra so it wouldn't even count.
