Yes, this is true. My current fling has Leo Rising and I have Venus in Leo. Even though I have Venus (and Saturn) in saggitarius, I probably would not get anywhere near the sex part of a relationship with a woman who has Saggitarius rising. I've read about Venus/Asc. attraction before. Iirc it can be largely superficial and one-sided for the Venus person. The Asc. person will be flattered by Venus' attentions but not necessarily return them.
That being said, I do have a thing for Libra risers. Never had one though. To date, my best was with a Cancer rising which happens to coincide with my 5th house and Moon.
