So he would suddenly appear and be all lovey dovey then poof disappear. Then he would initiate contact and be all excited about meeting me then he doesnt call to actually go out with me (I don't either simply because I dont want to chase without any real hope) then I would run into him by coincidence and he would be over the moon that he saw me but afterwards disappear again

Either one of 2 things are happening here. Either, what you're interpreting to be "hot and cold" behavior from him is just the way he normally communicates. You might be wanting more contact than he's either willing or able to give and so you're misreading the silence as some kind of "what does it mean" game. In that case it simply means your man's got a life outside of you.

OR, he's playing you for a fool. If a man is truly playing the "hot and cold" game, that's your cue to lace up your tennis shoes, start walking and not look back.
