The President is there to OVERSEE... it is the senate and house collectively that make the majority of decisions. The president presides but is to approve such decisions based on the knowledge that his cabinet holds. (and, NO, you don't fire cabinet members just because you don't agree with them like the last administration did! You listen to them accordingly, that is what they are hired/appointed for!)
