You mean weird-looking or just odd?
Not looks, just weird people, strange people. Somehow wherever she goes, she usually comes across weird people who approach her.

An Aqua/Virgo tend to filter people out by nature.

They're so unconventional in their mental processs that they send off mixed vibes and end up scaring "normal" people who are not up for the challenge, thus the majority of guys at her age.

Saturn in the 5th -- restricts an aspect of the 5th house, be it playfulness, creative expression, the ability to rear children or short-term romance. In her case, it seems to be the latter; this is reinforced by the close opposition between Saturn and the Moon (which has an element of Venus to it, and often resonates more strongly with women). The Moon charges the watery 5th house with some of its fickle, unstable nature by opposition (she probably goes from enjoying the attention to realising rather quickly: this guy is an odd-ball). Furthermore, the moon in Virgo, although a mutable sign that is fond of variety, would likely appreciate something ordered from life, and partners suited to her nature (I won't say conventional, because that is not the case, especially when the same moon is reaching out to Venus, Uranus and Neptune, which shall be addressed presently), however, she does not find this as she reaches out to the 5th house, instead Saturn looks back - that is: limitation, frustration and delay; the right man is out there, but she continues to be a freak-magnet :-P. This is explained by some of the lunar aspects.

As if an uncomfortable Saturn in a foreign sign and alien house (both of which enjoy pleasure and relationships) weren't enough, the moon also hits Uranus and Neptune with sesquisquares (also stressful), which sit with Mercury in the 3rd house. Slightly unrelated, but I would guess she has a unique mind, charged with Uranian energy (and some Neptunian energy too as it resides in the same house, albeit not conjunct). However, these planets (esp. Uranus) work to her detriment in this scenario, as they form a circuit with the Moon and Saturn via semi-square, so that the feeling Moon and her unique mind, which know that they deserve romance are frustrated by Uranus and Saturn - viz., Saturn's frustrative capacity manifests as a Uranian love interest (read: she becomes a "freak magnet"). This may work to her advantage in mental/creative work, as she has the discipline (Saturn) to act upon the lightning bolt of genius that Uranus and the Moon provide, but in the context of the amorous 5th house, it frustrates. Venus trining the Moon makes the whole scenario a little cruel, as this is a person who is fond of friendship and romance (Moon in the 11th to Venus), but cannot find the ideal relationship because of the above points.

With Venus in the 2nd, a freak is not her cup of tea! Here Venus lives in Taurus' domain, and enjoys a splash of the Taurean in her partner - I.E. stability and devotion, not odd-balls who pop up out of the blue. But even Venus cannot escape Saturn, as she is tied to him by a sextile and resides in his sign, Capricorn. Yet we can see the wish for a better partner in the trine from Venus in the 2nd to the Moon in the 11th and the trine from the 5th house (Pisces) to the 8th house (Cancer). Here is a desire for stable attachment and an individual one would be comfortable having children (5th house) and building a home (Cancer in the 9th and Venus in the 2nd) with. She may also appreciate a Jupiterian streak in her partner, with a large portion of Cancer bleeding into the 9th - that is a jovial nature, generosity and good-humour. Cancer sits in the 8th, so her sense of sexuality will be intense, personal and emotional, perhaps making her somewhat fickle like the moon - I.E. rejecting potential suitors as odd because they don't "feel" right (this is perfectly fine and up to her; it's just a potential tendency which may lead her to throw away many books based on their cover, but that's dating - all you have is the cover 99% of the time!)

Pluto rising and an Aquarius Sun probably don't do her any favours in this regard either, as their energy would appeal to "freaks". To an acquaintance, she is intensely Scorpionic with an undertone of Aquarius, but underneath, there is the Moon in Virgo (a romantic idealist trining Venus who doesn't want weird characters) and the full light of the Sun in Aquarius. However, these are not a strong part of the "romance circuit" of other planets and houses. In the end, we see Saturn and Uranus, which give her other gifts, frustrating her romance in this regard, all while Venus sits in the 2nd house in an earth sign, with the 7th sitting in Taurus as well - all of which wants something more stable; furthermore, Cancer is in the 8th, which is the 3rd house from the 5th (if we make the 5th the ascendant, which I will do here as it is a question of short-term romance), this indicates that her partner ought to have a jovial personality (the 9th house overlap), the same deep approach to sex as her, and the same lunar desire for strong attachment, a home and familiarity - again, this is reinforced by Venus (in stable earth) trining her Moon, which rules Cancer. I assume she is quick to dismiss the freaks she magnetises with Mars in Leo in the 10th! She's probably the star of her own show and knows exactly whom she does not want to be in the show with her!

I hope this blinkered analysis was of some use. I'm not bothered editing it, so there may be a few errors. I only focused on the question, but the whole chart is quite interesting, as are all charts when you get into them deeply.

@In_the_Fade Thank you that was a brilliant and in-depth answer! Yeah how you described what she wants in a partner is very accurate based on what she's told me and what i've observed. She's a pretty interesting person actually. Everyone seems drawn to her, not just the weirdos. And she is selective of who she becomes close with. She also thinks she has a resting bitch face and that some people are intimidated by her but I think that's just her scorp asc - she does have a pretty intense look on her face sometimes lol. It makes me laugh though because I can generally tell what she's thinking and it's not always what it looks.

@ everyone btw i dont mean romantically. she's not looking for anyone. just whenever she's in public she just attracts weird people, literally anyone.
