You were at home and told him you would have to call him tomorrow to get the fax since you don't have a way to receive faxes at home... right?
Why not just give him the fax number then when you were talking to him? It wasn't going to change before you got to the office in the morning. Why did you have to call him back to give him a fax number? Give it to him the first time, when he has a moment at work the next day he can send the fax. There is no personal communication needed for this part. You were looking for an excuse to talk to him weren't you?

How come you didn't just leave a fax number with the first waitress? How about with the second one?
When he didn't respond in the way (timing, wording, whatever) you wanted you tried to spite him and told him you booked elsewhere. You are allowing your personal life to enter into your business life. Your office wants to go to his bar but because you are playing games with him you tried to book it somewhere else. The office won't give in so you will have to either swallow your pride and deal with him in a purely business manner, or if you cannot, then have someone else book it. The later option is bad because it shows you cannot leave your personal life at home when you come to work.
I may be missing something here and I know this response has a more aggressive tone than is customary for me, but this doesn't make sense to me.

I find it amusing that Loony Bin made time to contact him the night before to start this whole thing. Cool, whatever, it's for work. But then (like LibraSid points out) she didn't just give him the fax number. Why not? Because she wanted an excuse to call him again, only this time she's in power.. he's waiting for her call to fax over a menu for a 45 guest party. Yes, he wants the business, so yes he's waiting to book this. She FINALLY got around to calling him about this at 3pm (no time in the past 6 or 7 hours, eh?).. he's busy, but she doesn't give the fax number to the waitress, they just arrange for her to call him back around 6pm (probably after the rush is over and before the night rush picks up)... she doesn't call at 6pm... she calls nearly 2 hours late.. and lo and behold.. he's not there. (Ohhhh right... SHE'S BUSY.. BUT HE'S NOT, RIGHT?!) She ONCE MORE does not give the fax number to the waitress to fax a MENU over.. she MUST talk to the Libra (who isn't even AT his work to fax a MENU!) Gives HER number to the waitress, but NOT the fax number?.. FIVE MINUTES later, Libra calls her.. FIVE MINS.. and what does Miss Drama say? "so i told him as he didnt fax the menu early,we will be going to another venue,but i just wanted to give him a courtesy call." REALLY?? WHEN SHE NEVER GAVE HIM THE FAX NUMBER SO HE COULD FIND TIME TO DO IT THAT DAY?!!? And within that 5 mins between talking to the 2nd waitress and Libra calling back, she booked someone else? No, she didn't - she was pissed off because she went all day without pulling his string and getting to talk to him, and HE didn't call HER multiple times. (But he was very gracious, I thought, though must have felt she sent him on a wild goose chase.) But THEN an hour later, she's "forced" to try again because her work WANTS this place. So she texts him (instead of calling the wine bar?) and FINALLY GIVE HIM THE FAX NUMBER!! (Which is USELESS to him until the next day at work anyway! lol) But OMG PROGRESS! HALLELUJAH! ... then she gets pissed cuz he doesn't respond to the text, when there's NO response needed? Really? She just wanted the attention from him, and he sidestepped it. Bravo on him. And she says she isn't drama? She's ALLLLLLLLL DRAMA, and if she can't FIND it, she'll MAKE it!

Mr Libra,as a sleeping partner in his business-and at one stage mr libra told me he could do a private party for me and my friends off the books cheaper. That is without letting his business partner aware of it.
I didnt give the fax the 2nd time because when i spoke to him, he said "phone me directly at anytime"
It might sound stupid,but if he was doing private bookings on the side-i didnt want to land him in hot water with his business par

Who is this PA that you wanted to talk to? If you were "cashing in" a private party the Libra had promised, why didn't you want to deal with him and tell him that from the get go?
It still doesn't make sense to me, what am I missing?

I really didnt want to spend time arranging our summer party with him because am finally putting him behind me.
My boss called me later that evening and i ask her to book it as ill be busy (leave for newyork) in the morning.
My boss persuaded me to phone and book it as i know the owner personally.
Reluctantly i phoned the work number and he answered,i told him i need to hire the place for 45 guest and we will require a buffet-so can he send me the menu? He asked for my email,then he said sorry he cant email it because the internet is down. Can he fax it to me? I said yes but it will have to be tomorrow as i have not got a fax at home.
He was like ok phoned me anytime tomorrow and i will fax it to you.
As am off on hol for a wk,my day was hectic doing admin and organising my diary etc. I got round to phoning him at 3pm.
One of the waitress answered and went to get him,she told me he was abit busy can i call back later,i replied its just a menu i want faxing over. She said he said can i phone him around 6pm.
So i phoned back 7.45pm as i was really busy-another waitress answered said he was out,can she take a msg. I was like ok do you know when he will get back,in around 30min she reponded. I gave her my contact number and told her to tell him to call me re the menu.
He phoned back after 5min-so i told him as he didnt fax the menu early,we will be going to another venue,but i just wanted to give him a courtesy call. He was like ok,you said you would call me earlier,but you didnt. At 3pm i was having lunch,so i couldnt come to the phone and you were meant to phone back at 6pm but you didnt.blah blah
So have fun where ever you have booked.
I replied ok sorry for the miscommunication and yes i will enjoy the other venue.
1 hr later i spoke to a couple work mates and one said everyone wants to go to wine bar....can you please get a menu send out to me tomorow and ill sort it. I was like no we already book elsewhere-it was only provisionally booked,so we could cancel.
After thinking it over,i thought what the heck,so i sent mr libra a text."Mr Libra can you please fax a menu to sarah on xxxxxxxx tomorrow,the team would still like to view the menu. Thanks. No Response. Wtf??
