Again he is behaving differently

Hi all i know in the past, i bored you alot but this time i really need a another advice.As per your advice in the past, i accept him as a friend again.

And believe me only as a friend,we hardly chat like once in a week.But suddenly he start behaving sweet types again..asking for my pictures,wanted to meet me,calling me..

Are friends really ask for a picture..i don't know what should i do with him.

P-angel mam you always said i am wrong,i forced him now please tell me what should i do with him.

Well,First my Pisces man approach me,did all the sweet talks,going out on a date with me,asking for my pictures almost daily,calling me a special person and when I share my feelings to him(after 6 months) he rejected me by saying I respect your feelings but I am committed to my mother(I don't know with mother anyway).Even after rejecting me he is not deleting my number,message me only on whtsapp(forward jokes).

Here I don't understand if he don't want me in his life then why don't he let go of me(well its not like he is chasing me,but why not blocked me or delete my number or at least stop messaging me ). I know he may be like me but don't love me but again, why he want to be in touch with me,he is not a bad person but his this kind of behaviour forcing me to think that he is a bad person and he played with me.

Can any Pisces help me to explain what he actually want?

Yes dear you are right but people here keep on telling him..you forced him with your feelings..he wants to take things slowly etc etc..So i unblocked him and keep him as a friend but again he start doing all that stuff..I am going to block him again..thx alot

And i mention my country because here people don't understand his mother excuse..they think its because of our country culture.
