Pisces are... we're difficult to read, and I apologize for that lmao. His Libra Moon, however, I think would lend itself to making him really enjoy attachment and having someone by his side. I know it might be hard, but my best bet would be to just keep letting things naturally build and don't mention anything yet. When people come on too strongly too quickly, I get frightened off, so just try to slow down and read the situations as they come up. I can't speak for his Aries Venus, but, chances are, he's attached to you to some degree.

I feel like when the moment's right to mention something to him, you'll know it.

I've had more experience with Libra Suns, but Libra is a sign of partnership, so they often seek a connection in their lives. They can be charming and affable because they like to keep peace, but also enjoy interesting debates and discussions that connect with them emotionally and intellectually. However, because Libra has a similar kind of duality to that of Gemini, they may have trouble making up their minds. My friend is a Scorpio with a Libra Mercury, and every little decision needs to be weighed up and down.

So placing Libra in Moon which rules emotions might make him a bit flip-floppy at times. Not necessarily flaky, but he may have trouble making up his mind and need a push now and then. However, his Aries Venus should technically give him a little extra nudge unless it's subdued somehow by other placements in his chart.

Basically, I'd sum him up as emotionally wish-washy because of that Pisces Sun influence too. It's not that he's necessarily fickle, but he's just changeable in his opinions on things because he doesn't wanna make the wrong decision and he's capable of seeing so many different sides of things. Let him open up a bit more and learn him, then give him a nudge here and there.
