Dating a scorpio, he is hard to read!

I have been dating a Scorpio for about a month, I am a Cancer female. He is pretty reserved and I am somewhat too, but each time we go on dates together things progress a bit further and we open up to each other a bit more. I find we have the most amazing "chemistry" together and just seem to fit together perfectly. Especialy when we touch/hold each other.
When we're together things are great, but when we are apart its like he is playing games on me. He takes ages to reply to text and doesnt call when he says he will. It's like he goes into his own world. But he is always the one initiating catch ups with me and when we're together its magic.
Also the other night we were making out and things got very heated, and he definitely was aroused, but he didnt want to have sex with me, he said he wanted to wait! That is unusual for a Scorpio who is so sexual? He is definitely very sexual, but stil the not going the whole way thing confused me. We are both mature adults.
I am really confused. I know that he likes me, but I dont know what is going on in his head, and if he is playing games with me, or thats just his nature..... help me figure him out?
