In my experience, my feelings for someone has always been consistent. If, from the start, I don't love you, that would never change. Likewise if I love you. However, I don't say "I love you" because I dont want to feel mushy or something. I do it in some other way. For example, if I talk to you all the time and I was usually the one who initiate the conversation, it means I like you and I might fall in love with you...
