Capricorn Ex phoney? WHAT TO DO?! are cap women liars?

we dated in high school, were always lovers but never really “together”... she used to write me love letters everyday, even when we wouldn’t speak... typical puppy love

we graduated HS in 2012 and have had very scattered communication over the years, i express that i would always have feelings for her and want to be intimate again and she would always put me in the friend zone saying we were just friends now. we saw each other once some years ago and we would text or talk on FB messenger sometimes

she would always hit me with a random “i love you” or just randomly hit me and ask how doing. i want to be more than friends and she doesn’t and i express it would be hard to just be her friend so why does she still continue to like “tease” me? She told me she loved me when she wished me a happy birthday Sunday and i reach out to her, only for her to ignore me and not respond...

does she really still love me? why would she be telling me this? is she trying to lure me in? is she trying to tease me? is she really interested?

This girl is hard to read but i refuse to have emotional outlashes like i used to trying to demand answers about why she still telling me she love me if she won’t let us go further than being “just friends” when we used to be lovers

i’m just so lost!!!! insight? help?
