Yes, what you wrote rings very true for me. I am an Aries Rising, Aries Sun and Cappy Moon - ALL CARDINAL. I do have my own business (actually three of them) and work very closely with a few Cancers - who by the way are very GOOD at the business aspects - they just love those numbers!
In my opinion, a true Leader will not nor needs to take over anything...they inspire and bring out the best in others. 😉

i'm on the other end of the scale; i have only 1 cardinal sign - Venus in Cap (Venus is not only my chart ruler/ascendant, but now also becomes a 'Singleton'.)
I have to say Spica, I behave like a Scorpio though: there are some days when my chart "bleeds" together, aries, cancer, and virgo blend, and I can seem just plain nasty....most of the time I just seethe emotionally about things or blow them out, but I present a calm exterior, but my feelings are boiling inside; my outside always contradicts my internal experience; I pride myself on my determination to control myself and present a flat expression I only get nervous when there's something subconsciously bothering me, and people can read me: I don't like being read, or understood until the situations on my terms. How intesely I feel about things inside takes an equal amount of energy to control my external appearance.
Victory that all sounds good. I just think that Libra is more on the MUTABLE side of the equation....I've noticed this with the Librans in my life. The just adapt to whatever situation they're in rather than taking charge. I thought that was the general idea through out the cardinal mode.
It's hard to really gauge water or wind as cardinal signs because they have a very 'flow with the go' philosophy.....they don't take charge or jump at the chance to do much of anything (NOT saying they are at all lazy that's just it in the abstract)....To be cardinal in my mind, you'd have to actually step up and be a little on the firm, or insensitive side.....Cancer and Libra just aren't that by nature. They vacilate and change frequently rather than to focus (Libra especially) on something. Libra is more suited for entertaing adaptibilty and diplomacy (what is diplomacy but adaptation? and entertaining ideas that takes FLEXIBILITY of nature not element).
to balance means to 'adapt' to take what you've already been given; if you have nothing to balance what can you do?.....wait and hope someone brings you something to balance...
Being cardinal means straight forwardness, and directiveness; to take intitiative and to lead that's the quality that should ideally be apparent in ALL cardinal signs that's what makes them cardinal and relative; balancing is an adaptation, not an initative taking action it brings nothing new into the picture; it simply reworks the original frame work into something more manageable; if a problem is brought about Libra will 'fix or adapt' to it to make it better for themselves or others. It's not really leading anything; and Cancer CAN be more obvious with it's cardinality; emotions moon eyes; think about it! lol you're a cancer; how do you initiate? You change the entire frame work of a situation by introducing the personal(emotional) aka everything (most things) through your feelings! That first gut feeling or intuitive reation you recieve or that open flood gate of seething, or sensitive emotion that can change the whole nature of the situation....it's subtle, but mooneyes, it's ALWAYS obvious to one who can read through pretense and subtext.
I should know; my moon sign is right at home....in cancer.... but the Libran temperment however is suited to adapting, and working with what they have; they'd rather get along than to stand apart, social success/functioning=adaptation is important to them rather than entertaing any ideas that are too far out of the box. With their easygoing, and peaceable temperment they'd just rather get along, but don't get me wrong; every now and again you'll hear a Libran temper-tantrum, but it subsides and they'll be back to being one of the numbers in no time....there is no greater joy in life than being a number....aw yuck...I just prefer to tailor my life to my own ideas....I don't ask the world to accept me, I ponder whether I should accept the world. There is no greater joy than seeing the blend of individuality, and union; being rationally aware that you exist alone, but apart of a whole.
