I don't believe it's about intelligence. Blind rage overwhelms them to the point they don't care about the aftermath. Because.. they care too much.
Gems, and Virgos (hence why i disagree on them previously) are sneaky enough to high tail the fuck out of there. And talk their way out of it if accused. Sort of like Libras and Sags. Aquas possibly the worst for it.

they didnt say that Gemi did not do crimes just that on record of the crimes they looked into very few were Gemi's. thats why they are at the bottom of the list. its like any research ever done by anyone always should be double checked. i dont think they are generic but their research might not be thorough.
