I'd say you aren't putting enough pressure.. If you go too gently it will tickle. I experience that all of the time.. she is arching her back to get more pressure on her clit. Im going to go way in depth because I have the same problem. Im super sensitive.
Start by just rubbing the outside of her shorts, panties, whatever she has on...rub over her clothes. Slowly. Not a lot of pressure at first.
