In the same house, or just in Scorpio? It usually means multiple serious relationships in a person's lifetime. They see the best side of people and others will like this about them, but they could get taken advantage of because of it. They may spend too much on their desires and may become complacent about achieving success. (Look at the house the conjunction falls in). Life can seem like a lot of fun because Jupiter is magnanimous to Venus's wants. Scorpio can be very sexual so these people probably have a lot of sex appeal to others and an easy time attracting others into a relationship with them.
