Right...if he was really interested in a relationship, he would be volunteering that information to you. You guys would be exchanging info about each other, getting to know each other on a more personal level. You shouldn't have to inquire after 10 months. The "getting to know you" phase is something established at the very beginning.

Yes, you are. You guys are just fwb, nothing more. He can't move past anything superficial & actually have a normal convo on the phone with you, or just hang out with you without having sex. You don't know anything about his life & he knows nothing about yours. I'm sure you don't know any of his friends either, right? I think you know the answer to your own question. If he's not giving you what you want, don't have sex with him anymore until HE starts to put in an effort for you. Not sure about it happening because he seems pretty comfortable with the way things are now.
Talk to him again & if he's just blase' about it, just leave it alone.
