How to read degrees?

Your Moon would be in the 22nd degree of Cancer... 49 minutes in. You don't round up or any of that shit. If your Moon was in the 22'59... it'd still be in the 22 degree.
One time I watched the Moon enter the exact position it was in my birth chart and for an exact minute, the Moon was 3'33 (my natal position) and when I refreshed the page, it went to 3'34.
