I am speculating that each palnet has a quality:
Sun Fixed
Mecury Mutable
Venus FIxed? Cadinal?
Mars Cardinal
Jupiter Cardinal? Fixed? Mutable?
Saturn Fixed Cardinal? ( Saturn seems alot more fixed than cardinal but capricorn rulership and libra exaltation seems to contradict this)
Uranus Fixed
Neptune Mutable
Pluto Fixed
And if your sign placed on that planet has that quality, that means its a good placement.
For instance, if your sign on the sun is fixed, and sun is a fixed planet, then it is a good placement.
