You got your answer though, we said that he most likely finds you attractive and has a crush. But we also have our wits about us, and won't form any kind of relationship other than colleagues. You're his boss (sort of)... so he's just admiring from afar.
Just because he attracted and may have a crush, it doesn't mean it will or he allow it to become anything more than that, considering the situation.

As to answer your original question: it could be anything. It could be work related or it could be personal. Most likely, he's attracted to you, but it may not be more than that.
