Scorpios are the worst at manipulation that’s why they have a reputation for it. Because it’s so heavy handed

Oh God, neither.
My armchairpsychologytheory is they cannot accept their own aggression because of their ideal of balance, not wanting to be raw or offend, so many divorce themselves of their warrior/primal/immatakewhatismine energy. So to not be helpless they resort to manipulation.
In my opinion the spectrum of expression goes like this.
Deception to manipulation to persuasion to open discussion to meditation.
Figure out what that person is after and you want. Hash it out.

I think Scorpios are the best at detecting manipulation. It's very hard to manipulate them. Manipulation takes a certain amount of deceit and Scorpio's are too up front for that.
