Aquarius-Pisces Cusp

OK....this dude my Sag friend has had an on/off thing x 10? years is on the cusp of Aquarius and Pisces ...Feb 23....he doesn't seem to fit in with either sign....does anyone know any folk such as these? WTF is up with them? ....any thoughts. really.

The few people I know in RL born on this cusp are batshitcrazy ... but, there seem to be a couple people in here who at least (act) normal.
