Just physically, Leo with Sagittarius close behind. But if we're combining physical looks and personality I'm going to have to say Sagittarius. A lot of them have great personalities which makes them even more attractive.

i don't even know any of these people.
As a Virgo, I have been burnt badly by a Leo but a Sag.............. my sag is the most amazing person I have ever met, she transformed my life for the better, we clicked and connected deeply, I love the outgoing nature, the adventures the spontaneiety, goes against virgo's characteristics but we were awsome.
unfortuantely were not together at the moment due to my indiscretions. But i'll fight to my dying day for my beautiful sag.....she rocked my world

Physically, I think Sags and Leos are equally attractive. I think both signs have a radiance that can't be denied. I would say that Sags have better bodies while Leos get the face and hair. Aries tho :/... let's just say, I know some busted ass looking Aries women. The men aren't too shabby tho. My dad is an Aries and was quite handsome as a younger ram.
As far as personalities are go, SAG of course! We're blessed by ZEUS, people. Sags that are secure within themselves are the best people of everdom. I wouldn't consider myself shallow. Quite the contrary, actually. I think we just like to save our depth for those who are truly worth it.

I'm always going to vote my sign first lol. IMO, we are the most balanced of the three. Not too hot or cold, but steady and relaxed. Aries comes second. I've got love for Leos(hell I have a Leo moon) but Aries to me, keeps shit simple and straight forward. Made two new Aries friends at work. One male, one female and the friendships started easily. Within two days of meeting we're all already hanging out. No overthinking or hidden agendas. Fire signs are the best!
