Yes it's too soon.

If it was well within 9 months or more I'd say go for it but given his break up is fresh well you'd risk heartache because typically within 3 months exes are still communicating, working through things despite the break up.

It's really up to you in regards to risking possibly heartache/disappointment or playing it safe.

Hmmm... I don't know. I am sure that he has spent the last 3 months healing alone... but I guess it depends on the kind of ride he went on with this girl during those 11 months.
