From my experience, all the Taurus guys I've ever known have been bad testers. Sometimes their phone is dead for a few days and here I am, waiting for a text back. Sometimes they see it and put off replying and eventually forget. They're kind of lazy apparently (quoting one of them about it here).
They're also pretty slow with romance so he may just be taking his time or might be waiting for you to make another move that spells out romance to him.
Also, they use emojis to express what words will fail to explain and an interpretation of the fire emoji could mean that he got fired, which would make sense if you haven't seen him around work. He may be embarrassed about it and doesn't know how to tell you that.

He's being lazy. Next time a guy give you his number don't call, instead give him your number and then see if he'll follow up.

2) the Tauruses I know including myself DO NOT use emojis to replace words. We use words followed by emojis
3) My Taurus has never ever seen a message of mine and then not replied. And if he has not replied straight away, he may be driving , he responds to tell me that he was driving etc. he NEVER forgets!

OP, I dealt with the same behavior from a guy who happened to be a Taurus. His behavior was immature, inconsistent, and he was being a real jerk. In my experience, I left him alone and haven't looked back.
