What part of the birth chart tells what signs you attract or vice versa?
Is it the Venus, Asc or one of the House placements?

Yes.

There's the SEVENTH HOUSE (or Descendent) as PVandJ pointed out.

And VENUS in your natal chart.

The ASCENDANT can play a part, too.

And I think for women esp, the MOON can play an important role in attraction.

These are all general--

You may initially be attracted to someone with the same ascendant or Venus, but if you have incompatible moons,

it may be short-lived-- depends on the rest of the chart.
