Plus or minus 2 or 3 degrees. A 28 degrees Taurus moon would be a Taurus/Gem cusp moon, just as a 3 degrees Moon in Gemini would still be a Taurus/Gem cuspy moon. Anything between those degrees is still the same cusp.
In many cases you need your time of birth if you want to know whether you're a cuspy moon or not.
