How much will degrees affect signs?

Cusp ends after around 3-4 degrees where full power of a sign begins at 5 degrees. All remnants of the previous sign will be null and void at 5 degrees.
Your Merc will have the tinsiest bit of Virgo in it but your Venus will override and confuse you as to what is making the Virgoness present.
I feeeeelz like my Venus is super prominent in my personality. Didn't know if it had anything to do with degrees.

My Mercury in libra is only 04 degree (closer to Virgo), Moon 08 degrees in libra (closer to Virgo), and my Venus in Virgo is 08 degrees(closer to Leo).
Does this change anything?
