Aries is your 11th house ruler. The ruler of Aries is Mars. So (I think) Mars rules your 11th house. Jupiter and Saturn are both in your 11th house.

It's still in Scorpio, not Sag yet. Very close. The lines on the chart are countable to determine degree.
It's approximately 29' Scorpio.
So the ruler would be Scorpio or Pluto, or Mars if you use the traditional association.
But Sag is in the house, so it's an "interception."
Sag rules your 12th house.

I don't know much about retrogrades. I have a few in my chart but don't think they do anything. Others may disagree. 🙂
