What do the degrees mean?? :p

Oh, i.e my sun is 12 degrees in virgo so I would fall into the second decan. That just for the sun sign part right? Then I would do the same thing for the other planets degrees in my chart? What about the really late degrees? Or really early? I heard that if something is in the 29th or 30th degree then it might as well be flat soda.

These placements aren't terrible at all. Virgo and Aries are naturally quincunx (a stressful aspect) on the zodiac wheel but your two placements aren't in orb to make an aspect so that's not really a worry. Aries and Libra are naturally opposites but again yours aren't in orb to make an aspect. Your Sun and Mars are loosely in range for a sextile however, and that's a positive unity between your vitality/core self and your drive/willpower/body.
Virgo Suns get a lot of bad press from what some posters here would dub "cat lady astrology". We also get called dull because Virgo and the 6th house represents routine (work) and health, and being Mercurial the sign errs towards rationalizing more than emoting. But one should never forget that Virgo is also the sign of service and animals. Virgo brings order from the chaos of this universe to make the world livable. There's also the Madonna and whore axis but that's an entire conversation on its own.
Moon in Aries should take care of any trouble with being demonstrative. The confidence and self-promotion of this sign have the potential to take a person far in life. Many become quite successful.
Mars is considered to be "in fall" in the sign of Libra. Amateurs will says that's a terrible thing because the diplomatic traits of Libra are in conflict with Mars' Aries nature. What it really boils down to though is that you're going to express your aggression and "fight" by seeking balance, justice, and socially acceptable negotiations. If you ever run into a poster here by the name of DonJohnson he can tell you some great statistics about Mars in Libra people being highly successful in the business world which makes sense since the 7th house also rules legal matters and open enemies.
