I found this article from the website linked from the thread about Scorpio Moon. I feel this ia an awesome idea and really makes sense in a lot of ways.
If we haven't pulled the weight for the result we want at a transit, how can that transit hope to influence in a meaningful way. It all goes back to personal choice and that we are more than influences, more than our astrology sign, natal chart, and so on.
Effort and personal choice are at the core of Astrology. The signs influence, but they do not dictate what will happen.
