Capricorn men and staring

Got yet another Capricorn man kind of just hanging around. He stares, sneaks peeks and now he's doing it to the point he wants me to catch him but he will not speak, talk or when we walk towards each other he WILL NOT LOOK AT ME. It's actually kind of funny and he is usually pretty confident, he is actually the only December cap I've ever encountered and the only one that's come across confident, but when we walk head on all I feel is a nervous vibe from him. I was told he is one of those guys that will not speak unless you speak to him first, I'm not impressed and have dealt with it before. It's old and partially why I don't interact much with caps.

I'm somewhat curious what he's expecting though from simply staring. The girl he was flirting with, or whatever you call it,he denies liking her to everyone who ask, she is beyond rude now and goes out of her way to be a witch. That's another thing, we work together, so I keep it professional but the chick is making it difficult to be nice. Like I've said I've never dealt with a Dec Cap before so I don't know if they work differently than Jan Caps but I've sworn off January ones. Are they just like January ones? What is your guys opinions on my situation? I'm Aquarius btw with Pisces rising. There's other things he's doing but I didn't want to bombard you guys with large amounts of information. Thank you!

Capricorn can be quite shy in the initial stages. If you are interested in him try to initiate after which he will take over or if not just ignore. Are you a Jan or a Feb Aqua?
